CANADIAN DENTAL CARE PLAN (CDCP)

The Canadian Dental Care Plan (CDCP), established by the Government of Canada, began rolling out in May 2024 and continues to expand gradually. Ultimately, more than 2.5 million Quebecers will benefit. You may be eligible for this social program.

As qualified professionals, we are pleased that more people will have access to oral care through this unprecedented financial assistance program.

This plan aims to improve access to dental care for Canadians who do not have private dental insurance and whose annual family income falls below a certain threshold. It represents a significant step forward in improving citizens’ oral health and reducing the financial barriers associated with dental treatments.

What Services Are Covered by the CDCP?

The CDCP benefits guide outlines the covered services, which include a range of essential treatments for maintaining good oral health in Canada. This social program aims to improve access to dental care for eligible individuals at approved dental clinics.

Eligible services include:

  • Preventive exams and cleanings
  • Endodontic services, such as root canal treatments
  • Fillings
  • Tooth extractions
  • Certain periodontal services
  • Prosthodontic services for replacing missing teeth

However, some more specialized treatments may not be covered. It is therefore recommended to verify your eligibility and the specific coverage details before booking an appointment.

Who Is Eligible for the Canadian Dental Care Plan (CDCP)?

As of May 2025, the program will be accessible to the entire eligible population. The CDCP is intended for individuals who do not have access to dental insurance through an employer or a provincial program. To qualify, applicants must provide certain documents, including a Social Insurance Number, during the application process.

To be eligible for the CDCP, applicants must meet the following requirements:

  • Not have access to dental insurance.
  • Have filed their 2024 individual income tax return in Canada (as well as that of their spouse or common-law partner, if applicable).
  • Have a net adjusted family income under $90,000.
  • Be a Canadian resident for tax purposes.

Applications will be accepted according to the following schedule:

  • May 1, 2025: Individuals aged 55 to 64
  • May 15, 2025: Individuals aged 18 to 34
  • May 29, 2025: Individuals aged 35 to 54

Before accessing care, an initial dental examination may be required to assess your oral health and develop a personalized treatment plan. For some services, such as tooth restoration, a pre-authorization request may be necessary to confirm coverage.

If you are a CDCP beneficiary, be sure to bring your Canadian Dental Care Plan card and a valid photo ID (health card, driver’s license, etc.) when attending your appointment.

What Will Your Dental Treatment Cost Under the CDCP?

Although you can now benefit from financial assistance through this program, you will be responsible for paying the difference between the amount covered by the CDCP and the fee charged by the dental professional at the clinic.

The CDCP benefits guide outlines the list of eligible dental services as well as the maximum amounts reimbursed by the program. For certain treatments, such as restorative services, a pre-authorization request may be required to confirm coverage.

Eligible individuals must also ensure their valid certificate is properly registered with Service Canada before booking an appointment. During your visit to a dental clinic, our team will explain the available coverage and any potential out-of-pocket costs.

Please note that CDCP coverage must be renewed annually. Current members must submit their renewal application by June 1, 2025, to avoid a lapse in coverage. Dental care received during a lapse in coverage will not be reimbursed.

To renew your coverage, you will need to provide certain information, such as your Social Insurance Number, contact details, marital status (if applicable), and details about any other government dental coverage. You must also have filed your 2024 income tax return and received your Notice of Assessment. These steps ensure that your eligibility is maintained and that service continues without interruption.
